وَإِذَا غَلَبَتِ الرَّعِيَّةُ وَالِيَهَا، أَوْ أَجْحَفَ الْوَالِي بِرَعِيَّتِهِ اخْتَلَفَتْ هُنَالِكَ الْكَلِمَةُ، وَظَهَرَتْ مَعَالِمُ الْجَوْرِ، وَكَثُرَ الاْدْغَالُ فِي الدِّينِ، وَتُرِكَتْ مَحَاجُّ السُّنَنِ، فَعُمِلَ بِالْهَوَى، وَعُطِّلَتِ الاْحْكَامُ، وَكَثُرَتْ عِلَلُ النُّفُوسِ، فَلاَ يُسْتَوْحَشُ لِعَظِيمِ حَقٍّ عُطِّلَ، وَلاَ لِعَظِيمِ بَاطِلٍ فُعِلَ! فَهُنَالِكَ تَذِلُّ الاْبْرَارُ، وَتَعِزُّ الاْشْرَارُ، وَتَعْظُمُ تَبِعَاتُ اللهِ عِنْدَ الْعِبَادِThe text, as its source published it
